Reset the environment or not? GTA V Modding

This looks like the craziest day of my life since I left GTA V for something else, and apparently mom and dad have been questioning about this and how it can affect my life. I legit almost killed myself and my dad during a driving training OTW to the apartment.

I have a thinking that, with constant changes/updates of mods like IVPack and World of Variety, as well as Rockstar keeps updating the game and adding a new content, a chance that data from the base DLC packs from one of these mods I mentioned will get overwritten. I legit have that experience when WOV was on version 7.8 or whatever, before Diamonds Casino and Diamonds Casino Heist DLC (guess it's Arena Wars DLC?). I'm gonna need a totally new modding environment that doesn't require me to reinstall data files into update.rpf - I just have to install gameconfig and adds mod packages I installed, so when it comes to IVPack and WOV, there's no need to hassle. I could be risking of losing every inch of installed models and data files if I delete the Mods folder and start over, and Monday next week is where I go to the college for schedule checking to see if "not today, there will be a class tomorrow". Besides, the DispatchWorks pack, for some reason, include every inch of law enforcement vehicles I can find on GTA5-Mods.com, but not for some like the one published by neogeo39. Not only that, Coastal Callouts for LSPDFR include some of the rescue helicopters I installed in some random DLC packs (that includes spupgrade), a project that's similar to Hyperdimension Neptunia, but it's more to a callout design (LSPDFR API programming, that is) than ped modeling/rigging.

Why am I saying this? Constant mod updates and Rockstar keeps updating the game made me to reinstall everything all over again, which that includes modifying handling, vehicles, carcols, carvariations, everything that's related to modifying META files (which are in XML format), because there are DLC packs that aren't consuming a major size, but for reasons, Rockstar was just keeping it that way. I'm sure Modding DLC Pack and some other packs (like Custom Map DLC Pack contained in Map Editor & Menyoo to YMap Converter) is there for reasons: simplicity and efficiency. It's even why someone (including me) with TONS of DLC Packs downloaded even complained about this annoying ERR_FIL_PACK_1 error that primarily because of "DLC Pack loading limit overload". That's before a guy named Unknown Modder uploaded the Packfile Limit Adjuster to increase limit of the number of DLC packs that the game can load, a somewhat "simple bypass feature" for non-tech savvy who can mess around with gameconfig and increase limits for everyone can enjoy (the one made by F7YO is phenomenal).

To say about this, I'm gonna need to break down the packed DLC packs and put them into a new pack that's filled with vehicles and peds. I'm just gonna delete those beginning with mpxxxx and x64w.rpf.

Compare those mpxxxx folders and patchdayxx folders with the others that are outside that name. It's a real ridiculous that from a total of 42 GB of Mods\update\x64\dlcpacks directory, the 31 GB are the biggest one that really gives me a headache, where I'm reinstalling every META data blocks that are missing on post-installation of mods like WOV and IVPack, and ofc, after Rockstar updates this game. And additional note: I tried crafting my own mptuners folder based on proposed "Tuners and Outlaws" DLC, but turns out, it doesn't work at all; it could be worth resetting after I found some cars (of which are security cars) are included in DispatchWorks (every vehicles have a prefix name "dw_" as an identifier, so what's the point if I have two cars with same stats as DispatchWorks itself?).

So now the questions lies to myself: delete and make it simpler than before, or not and keep giving me a headache? Since I'm gonna need a new modding environment, it's between one or two ways. I'll choose the first option. Simpler is better. Besides, I need to keep my head cooled off for the preparation of Final Project this year, and I hope I will succeed before the end of second semester 2020/2021 next year.
